Your designer builds the template once.
After that, anyone on shift can fill it. Ask by voice or text. Pellar picks the template from your approved set, fills the fields and renders the file. It can only change the fields the template allows, and nothing goes on air by itself.
So yes, you still need a designer: for the templates, not for every name caption on a Tuesday night. The templates use OGraf, the EBU's open graphics standard.

Can we make on-screen captions without a designer on shift?

Do we still need a designer?
For the templates, yes. Your designer builds and approves each template; Pellar can only fill the data it exposes.
Does Pellar put graphics on air by itself?
No. Pellar renders a file. Your editor cuts it into the package and your control room puts it on air, the same way as today.
Will Pellar go off-brand?
No. Colours, fonts, screen margins and layout live in the template, and Pellar can only change the fields the template allows.
